Plenário da Câmara tem sessões extraordinária ordinária nesta Segunda

The Umuarama City Council held two legislative sessions on Monday, the 16th. The first was an extraordinary session convened at 11 am, dedicated to the analysis of two projects. In the afternoon, the regular session, traditionally held at 2 pm, took place, bringing together council members to deliberate on projects and other legislative proposals. 

ADDITIONAL CREDIT

First, Ordinary Bill 15/2026, authored by the Executive Branch, authorizing the opening of a Special Additional Credit in the amount of R$ 160,000.00, was discussed and unanimously approved. The funds, originating from the 2025 financial surplus, will be used to purchase land for the expansion of the Papa Pio XII Municipal School, aiming to meet the growing demand for school places and improve teaching conditions in the region.

HELP FOR SAAU

Another text from the Executive Branch concerns Ordinary Bill 16/2026, which authorizes the transfer of R$ 840,000.00 to the Umuarama Animal Welfare Society (SAAU), and was unanimously approved. The funds will be used to cover the entity's activities, such as sheltering and caring for animals, as foreseen in the Work Plan approved by the Municipality. This measure reinforces the commitment to animal welfare and environmental preservation in the city.

SECOND ROUND

After the conclusion of the first round of discussion, a motion was presented and approved requesting the waiver of the regulatory timeframe between sessions, allowing the matters to be submitted to a second discussion and vote immediately afterward. In this way, it was possible to hold the second round in the same meeting, repeating the unanimous approval recorded in the first round.

ORDINARY SESSION

The first item under consideration in the ordinary session was Ordinary Bill 14/2026, which establishes the payment of per diem allowances and authorizes the reimbursement of expenses for trips made by council members and employees of the Umuarama City Council. It was unanimously approved. The measure, which seeks to regulate and ensure greater transparency in public spending, is aligned with the recommendations of the Court of Auditors of the State of Paraná and aims to ensure adequate reimbursement of expenses for official engagements, always focusing on legislative improvement and the provision of quality public service.

CULTURAL AWARDS

In turn, Ordinary Bill 3/2026 (Executive Branch), which adds Article 36-A to Municipal Law No. 4,081/2015, was unanimously approved in its first discussion and vote. The proposal authorizes the Executive Branch to grant cash prizes or similar awards for cultural, artistic, scientific, and sporting activities, with a total limit of up to 15 minimum wages, using resources from the Municipal Social Assistance Fund. The measure aims to encourage initiatives in these areas, ensuring transparency and clear criteria in the process, regulated by the Municipal Social Assistance Council.

CHANGE

Bill 4/2026 amends the spelling of the name of the Municipal School “Professora Isabel Cristina Verhalen Corrêa” in Municipal Law No. 4,913/2025. The text is signed by the Executive Branch and was unanimously approved in its first discussion and vote. The modification corrects a formal error in the school's name, replacing "Izabel" with "Isabel," ensuring accuracy and avoiding documentary and administrative discrepancies, without generating financial or regulatory impacts.

DONATION OF REAL ESTATE

Also signed by the Executive Branch, Ordinary Bill 9/2026 authorizes the Municipality of Umuarama to receive, as a donation, an urban property with a total area of ​​9,680 m² located in the urban expansion zone, having been unanimously approved in its first reading. The donation aims to serve the public interest, providing adequate space for the installation and operation of municipal public services, strengthening local infrastructure and promoting social and administrative benefits for the population.

PUBLIC UTILITY

Ordinary Bill 13/2026, authored by councilwoman Cris das Frutas, declares the Umuarama Runners Association – ACORRUM – to be of public utility. The initiative, unanimously approved in its first discussion and vote, takes into account the social and sporting relevance of the activities developed by the organization. ACORRUM promotes initiatives focused on sports and well-being, directly contributing to the social development of Umuarama. The proposal reinforces public recognition of the association's importance, highlighting its compliance with the requirements established in Municipal Law No. 3,815 of 2011.

PUBLIC ROADS

Finally, Legislative Decree Projects No. 06/2026 and No. 07/2026, authored by Councilor Nurse Rosangela, Project No. 09/2026, authored by Councilor Jabá da Carroceira, and Project No. 10/2026, authored by Councilor Ronaldo Cruz Cardoso, all concerning the naming of public roads in the Municipality, were in their second discussion and vote, and all were unanimously approved.
